Over a period of around five years, the plan initially provides for the removal of ruins in Gaza and then the construction of temporary and permanent accommodations for the Palestinians living there. The costs are estimated at the equivalent of around 50 billion euros. The United Nations also mentioned this sum for the reconstruction of the large -scale coastal area. So far, promises for the financing of Arab or other donor countries or international institutions are not known.
Technocrat committee should control Gaza
The paper mentions a Palestinian body of technocrats, which is to take control of the Gaza Strip during a six -month transition phase. This should be done under the “patronage” of the Palestinian government before President Mahmud Abbas’s more moderate Palestinian Authority (PA) takes control.
